I just bought an ElmScan 5 USB to help me set up a propane injection system.  I need the scanner to monitor the short and long term fuel trims when running on propane so that the propane fuel maps may be correctly configured.

I bought an older laptop (IBM ThinkPad 380Z) because it had a 9-pin serial port to connect the propane calibration software's interface cable.  This laptop also has a single USB port and I was able to successfully install the W98SE USB driver.  After configuring the USB port (com 2) for 38400 baud, the ScanTool.net v1.13 software was able to read the vehicle's (2003 Impala 3.8L) OBDII port properly.

The problem with the ScanTool.net software is that it doesn't yet have the ability to record any data from the OBDII scanner.  It would be ideal if I could road test the vehicle to determine how to fine-tune the fuel map and check the data from the road test.  From what I could tell, Digimoto Lite has this capability.  However, there is no way to get it to run because I can't change Digimoto Lite's configuration from 9600 baud to 38400.

Is there something obvious I am missing or is this impossible to do?

Same problem. Have a Elmscan 5 USB with the elm327 vers. 1.2a and will not work with digimoto 4.0.3 or lite as both are locked at 9600 baud. Software from scantools.net works on 38400 without any problems other than the interface is ugly.

You can switch ElmScan 5 USB back to 9600 baud. Pop the case open, and remove jumper #2 (the middle one). Here's a jumper diagram for ElmScan 5:
